Thinking outside the box, I can imagine a deeper meaning to this depiction of Shoki and Oni, as they represent the human condition - over time, some things can change, yet some things never do--Shoki can shave his beard and lose his hat, Oni's horns can wear away, and yet the conflict continues between right and wrong, the good and bad of it all.. They have grown weary over time, and Shoki has set aside his sword, attempting kindness and reason instead of battle. And yet, they love their continued conflict, even though the shape of it has changed.
Just building a story out of the carver's clues.

Here is another netsuke of an oni on the shoulders of a human/sennin -

Oni were originally invisible spirits or gods which caused disasters, disease, and other unpleasant things, evolving into a more humanoid ogre like form. In the introduction to Noriko Reider's book, 'Japanese Demon Lore, Oni from Ancient Times to Present' , the 'otherness' of the oni in the Japanese psyche is touched on when a foreign visitor to Japan present at a temple on the last day of winter (Setsubun) found himself to be the target of people throwing beans and shouting 'oniwa soto, fuku wa uchi' - in other words he found himself looked at as if he was an oni.

I wish I could identify a specific character other than Shoki associated with an oni, Klaus, but I cannot. Perhaps this is about duality - the good and the bad nature within all of us, each wrestling for ultimate control - the saint and the devil, good and evil, light and dark.Then again, both the sennin/ holy sage and the oni have something in common - both are outcasts from normal life/ society!

Carlo, Judy and John, thanks for the imaginative interpretation. The interplay of good and evil.
I see a great similarity of the faces. Almost like father and son.
The "father" also seems to wear a tiger skin, the usual material of the oni pants.
