Looks to be a fairly low end antique antler netsuke.

Agreed, but in the ballpark! Maybe doing 托鉢 Takuhatsu (begging), his huge bowl, and belly, belying his humble actions... ? 8-)

Fred, many of these, often the better ones too, have damage to their feet, allegedly from Westerners using them as a pipe tamper. Tempting, lying on your desk like that!
