In the Japanese version of Karl M Schwarz’s Netsuke Subjects, Kikujido is listed under 中国の伝説上の人物 = ‘Chinese Legendary Figures’.

For solace, in order not to forget a verse of scripture taught to him by the king, he wrote it time and time again on petals of chrysanthemum flowers. Kikujido carries a bunch of chrysanthemums and a calligraphy brush. 19th C. Mei, Masayuki, 4.3 cm." p.60

I also read elsewhere on the J net that he drank the dew of wild chrysanthemums, attained 不老不死 (Furo-Fushi = no old age, no death = immortality) and became a Sennin.

Kikujido is also the title of a Noh Song.

And the hidden allusion is of course to the unquestioning loyalty of the famous 14th C General Kusunoki Masashige, who is enshrined in the Minatogawa Shrine in Kobe. He was elevated posthumously to the highest rank in the Japanese honours system in 1880. Waters purified by the chrysanthemum, which theme was made into his Kusunoki 家紋 Kamon family crest, the Kikusui Mon 菊水紋.
Some of this is translated into English. Quite interesting. :)
