It looks like the artist couldn't decide if the pupils should look to the right, left, or centre.
The signature are Masatsugu. But not the big Kaigykusai master. For me authentic from the later period. Lot of carver using this name . This netsuke is from the late 19th Tokyo studio - circle of hands Masatami (Seimin), Masamitsu (HAJIWARA) etc... Some similar examples for comparison from this stu...
