Roy, there are many ways to read the two characters (without the third character carving mark 刀). For this reason I feel that a Kanji search would be a better way to start than someone in the West's Romanized reading, which could well be wrong. For example, 晴音 could be read, Seion, Seon, Hareto, Har...

BlueMoon, yes, I would have to agree with your assessment above. Well put! 8-) I would have to say though that Netsuke were carved from many materials from very early on. Many of these are seriously valuable today; ivory was one material among them, a precious material not available to all carvers. ...

Peter, thanks for the new photographs. No, it does not look like 壽永 Toshinaga/Juei. The second character is closer to 楽 (raku or gaku). (By the way, 'Juyei' is the old Victorian Romanization, often used by early Western collectors , but not used today, like 'Yedo' for Edo, or 'Kwaidan' for Kaidan!)

Hello Peter, your first is Juraku 寿楽 +Kao (see MCI), also check Jurakusai, and the second is Hosui 法水 (can be found in MCI and Reikichi). :)

Roy, the three blurred kanji you presented on their sides above are probably 晴 Sei + 音 on (+刀 to), which means (Carved by) Seion. Your search will involve looking for the Romanized name Seion on the web, and a Japanese Kanji search for 晴音. *I say 'probably' because the characters were tweaked by the...
